Editing Mpeg2 (VCD/SVCD)

Hello,

I have a TV-Card with a hardware mpeg encoder on board.
With that card I can record directly vcd and svcd format without loosing cpu power.

I am searching a Program like virtualdub, wich can open the file, cut the file into peaces (to fit on a cd) or cut comercial breaks, etc and then save the result, without recoding.

What tool can import/export mpeg2 and cut operations?

have a look at www.doom9.org, there are a lot of tools and tutorials on that kind of subject.
